“It’s complicated” sounds like a Facebook marital status update. This should not be complicated.
It’s not like an oil tanker sank in the canal and polluted it. It was polluted because of MGPs along its shoreline.
Designating the source of the pollution, the land, should be a no brainer for the EPA. Nonetheless, great article.
